There is no direct or easy way to the get to the zone, you would need to get to Shattrath City via a portal from a higher level city or a mage. From there, you would need to travel north, using either flight paths if you have them, run or fly with a mount yourself.

You can reach most areas with a ground mount, especially in Phase One. You will, however, need a flying mount for some content in later phases along with Arcatraz attunement quest chain.
