Why is the M249 so bad?
The M249 has a much higher continuous rate of fire. It has a heavier barrel, and the barrels are detachable and interchangeable. This, in addition to the belt feed mechanism, means that supressive fire can be kept up for much longer than with an ordinary rifles. When you shoot them, M16/M4 rifles heat up quite quickly.
